IS small sex organ a recessive or dominant trait in Genetics?

This is for my SCIENCE HOMEWORK. My genetics teacher wanted us to go out and find the answer. HELP?

Well the smaller the organ, the less effective it is. It would be logical that a certain size organ would be selected for and would become the dominant average size. Any defective gene that, when homozygous, reduces the penis size, will also be recessive.

An example of this is micropenis, a recessive genetic disorder.
