Can a convicted child sex offender get a water city meter reading/park mowing job in the state of Kansas?

Is it legal for him to hold such a position that puts him in close vicinity of children (e.g. the park, people's property when reading the meter, etc)? Or do I have a case to get him kicked out of the position?

Ask the police department to give you the office that deals with sexual predator laws, more than likely a county prosecutor.
